Prologue: Snowbound in Sunken Harbor
Despite nary a warning about it in the local weather forecast, a mysterious blizzard has fallen upon the little coastal Long Island town of Sunken Harbor leaving many of its citizens isolated and trapped. It all begins with a mysterious old house and an even more mysterious phone call.

Sheriff Ulster and his undersized crew struggle to aid the many people in need of assistance during the snowstorm while the eccentric Englishman Mr. Sheldon is deeply worried about the whereabouts of his teenaged niece.

Mayor Belfair has a strange encounter while stuck in a train car on the Long Island Rail Road, Sheriff Ulster and Mr. Sheldon brave the storm to rescue a downed snow plow — and can it be that the occultist Simon Perdido has returned with new intentions both cryptic and sinister?
